Roger,

I am told that as the derailment was a non passenger train, on a Goods Loop and no injuries were sustained, that the RAIB won't be investigating and will accept a copy of the internal report.

I think that RAIB might investigate if it feels that there are, or may be, wider issues, however it is I think suggestive that the go-ahead to clear up was given before any RAIB inspectors had visited. So you are probably right.

I suspect that the outcome will be a closer scrutiny of signalling and related procedures on all heritage railways.
