From this years railway rule book change in December, the time honoured fashion of describing headcode wise, breakdown trains **returning** from an incident with the 1Z99 headcode will cease that headcode only being used for equipment going to clear the line.
Breakdown trains returning from an incident will just be described as a freight train (class 4/6 etc) the 2Z99 code for equipment not going to clear the line (transit/maintenance move etc) also being dropped at the same time.

I have been out of the picture for a while now, but when I was in charge of Thornabys Tool vans from 1976 to 1990 (ish) we always used 1Z99 when going to any incident and 2Z99 when returning back to the depot.
