This is a crop from a picture of the Marshall Meadows accident of 1880 I do have a better quality print but its cropped so you cant see the Jib/cat head detail. I have had to resort to a poorer print which shows the whole crane. I believe that this is the first Tweedmouth crane does anyone know manufacturer, SWL etc. I note it uses chain as the lifting medium and appears to be steam powered with maybe a hand cranked slew as there appears to be a handle on the crane deck.

This crane is all hand operated not steam at all.
I worked on a similar crane at the Bluebell railway.

It was a 1943 SR 12ton crane (1748S) the only differences was it had a lattice jib instead of the solid timber one and wire rope instead of chain as in your photo.
I do not know if they are from the same manufacture or not, it would be interesting to find out.

It looks either Cowans Sheldon or Thomas Smith to me .

The NER had a small batch of CSs in 1876 ....one of which was the following ............
4290 NER S 3T 4W CS 891/76 MP Starbeck

Is there any plate on the solebar?; if so the fancy CS style plate or a rectangular one?
Can anything be gleaned from plate on the ballast box?

Note the dumb buffers - they didnt expect to take it far down the line?
